The Government of South Australia developed the Arts, Culture and Creative Industries Bill to establish a legislative framework for arts, culture and creative industries in South Australia.

If passed, the Bill would set requirements for a state arts, culture and creative industries policy. It would also assign responsibilities to the Minister for Arts, including maintaining and publicly reporting on the policy, and promoting and supporting the sector.

Purpose of the Bill

The Bill seeks to guide how the state government supports arts, culture and creative industries. It recognises the role of arts and culture in South Australia's social, cultural and economic life.

It includes principles relating to participation, artistic expression, creativity, diversity, and the contribution of Aboriginal and Torres Strait Islander arts and culture.

The Bill includes objectives for strategic planning, supporting research and data collection, encouraging participation and engagement, and promoting artistic expression, creativity and innovation.

Consultation

The Arts, Culture and Creative Industries Bill was developed following consultation with South Australia's arts sector in 2024 and 2025.

Consultation to inform the state's cultural policy, A Place to Create, engaged more than 2,000 stakeholders in 2024. This helped shape the initial drafting of the Bill.

Following drafting, a four-week public consultation on the draft Bill was conducted through YourSAy in April 2025. Sixty submissions were received, including more than 40 from individual artists.

Bill progress

The Bill was first introduced to Parliament in 2025 but did not pass before the 2026 state election.

In September 2026, it was reintroduced to Parliament with some amendments.
